Innovation & Safety: Overcoming Two of the Biggest Challenges in Cosmetics Product Development
Over the last couple of years, I have been traveling around the world talking to scientists and business leaders in the Cosmetics and Personal Care (CPC) industry in order to understand their scientific and business challenges. You know, the kinds of thing that are keeping them up at night.
They see two big challenges facing the CPC industry. First, companies are trying to keep up with the rapid innovation of materials and ingredients that go into their products; and second, they are always keeping an eye on maintaining the utmost safety in their products.
If you are not involved in the Cosmetic s and Personal Care industry, it will probably surprise you to know just how dynamic the product innovation process is due the need to balance customer product desires with regulatory requirements. For example, in December 2015, President Obama signed a bill into law that bans microbeads. In June 2016, the Toxic Substances Control Act (TSCA) was signed into law. Both laws consider the safety of ingredients to the environment, and the TSCA takes into account consumer safety as well.
And it’s not just the United States that is taking a look at safety across the CPC value chain; the European Union replaced their Cosmetics Directive (76/768/EEC) in July 2013 with EC No 1223/2009. The regulations in EC No 1223/2009 are now more comprehensive than what we see in the US FDA’s regulations on Cosmetics.
What do all of these regulations mean to scientists and business leaders in the Cosmetics and Personal Care industry? As certain ingredients are removed from approved lists for use in cosmetic products, there is tremendous pressure on CPC companies to create innovative products that are safe both for the consumer and the environment.
